A police captain from Ceará was filmed assaulting a woman in Fortaleza but was released from custody shortly after his arrest with no formal charges filed.

On the evening of Friday, October 6, Francisco Wellington Alves de Lima, a captain in the reserve of the Ceará Military Police, was caught on video assaulting a woman in Praça da Bandeira, Fortaleza. The incident, which involved the officer hitting and attempting to suffocate the victim, was recorded by the monitoring system operated by the city’s Command and Control Center. Witnesses reported seeing the officer strike the woman multiple times before forcibly restraining her on the ground.

Municipal Guards, who were nearby, responded promptly to the scene upon noticing the incident. Although Lima attempted to flee upon their arrival, he was apprehended by the guards and subsequently taken to the Women’s Defense Police Station in Fortaleza. Surprisingly, despite the serious nature of the assault captured on video, Lima was released later that evening without being formally charged, raising significant concerns about accountability and the treatment of domestic violence cases in Brazil.
