A recent proposal submitted to the Polish Sejm aims to change the funding structure for national defense, shifting a substantial portion of profits from the National Bank of Poland (NBP) to a dedicated Defense Investment Fund instead of the state budget. Premier Donald Tusk criticized the bill for lacking specific sources of funding and emphasized the disconnect between words and action in financial support. The bill was presented after a meeting that included key figures such as Finance Minister Andrzej Domański and Defense Minister Władysław Kosiniak-Kamysz, along with NBP President Adam Glapiński.
The proposed bill suggests that 95% of NBP's profits would be redirected to this new fund, which is intended to enhance Poland's defense capabilities amid growing security concerns. The fund would operate within the National Economy Bank and would be managed by a Fund Council and a Steering Committee, both of which would require a two-thirds majority to make decisions. This new structure aims to ensure that defense investments are more centralized and potentially more effectively managed, but it raises questions about its actual implementation and sustainability given the criticisms about financial clarity.
