Over the past weekend in Valdemārpils, Latvia, two underage children were found in the care of a man who was nearly three times over the legal blood alcohol limit. The incident was reported to the State Police following a tip-off from the local municipality police, who were alerted to a woman allegedly found unconscious in the stairwell, suspected to be also under the influence of alcohol. Upon arriving at the scene, police discovered that the woman had a male companion who was intoxicated and responsible for the children.
