"Impuls": even struggling housing cooperatives in rural areas can be put to work

Kairi Raudberg, a housing manager living in Kunda, Lääne-Virumaa, is recognized for her efforts to turn around troubled housing cooperatives, especially those in rural areas facing financial difficulties. She successfully demonstrated that even in areas burdened by debt, housing cooperatives can be revitalized and made operational. Raudberg’s advocacy led to the dismantling of an unjust nationwide system affecting these cooperatives, highlighting her role as a guardian and catalyst for change in the community.

The journey began in 2013 when a housing cooperative at Pargi 8 in Kunda sought support from Kredex for renovation. Raudberg had already led the first comprehensive reconstruction project in Lääne-Virumaa the previous year with Kredex assistance but faced significant obstacles this time around. Despite preparing the necessary documents, the cooperative struggled to clear debts, making it impossible to secure loans from banks, which halted their progress. The setbacks included having multiple delinquent owners who were unreachable, resulting in a complicated financial situation.

Raudberg's persistence and successful navigation through bureaucratic hurdles demonstrate the potential for change in local housing cooperatives. With proactive measures and community support, she proves that even those in dire situations can find a path forward. This initiative not only impacts the individuals involved but also sets a precedent for revitalizing other struggling cooperatives across rural Estonia, inspiring hope in regions often overlooked by larger policy frameworks.
