How to apply VAT for renting housing through 'Booking' and 'AirBnB'? The government needs to find a solution

In Latvia, ongoing discussions regarding the application of VAT (value-added tax) on businesses utilizing foreign digital platforms such as 'Booking' and 'Airbnb' have surfaced as a pressing issue for small enterprises. The companies are being asked to pay VAT on their total revenue from the past three years, which has placed a considerable financial strain on them. In response, the Latvian Chamber of Commerce (LTRK) has proposed a transitional period that would require companies to pay VAT solely on the services they received from these platforms, rather than on all their revenues.

The State Revenue Service (VID) has reminded that the requirement to register for VAT for cross-border transactions has existed since 2010, triggering discussions and calls for a more manageable approach in light of the difficulties some small businesses are facing. The parliamentary secretary of the Ministry of Finance mentioned that introducing a tax amnesty might not be a straightforward solution to this complex problem. As a result, the Saeima commission has urged the Cabinet of Ministers to prepare a solution to address the current situation and alleviate the burden on small business owners.

These discussions are critical as various organizations representing small and medium enterprises in Latvia emphasize the need for regulatory clarity regarding VAT obligations. Since the special VAT registration rules are set to take effect in July 2025, there is an urgency to resolve these issues to prevent further financial difficulties for businesses relying on foreign platforms for customer outreach and bookings.
