On the first day of the Yellow Envelope Law implementation, President Lee Jae-myung expressed his dedication to fostering a working environment where labor is respected and workers are treated fairly. Speaking at a video ceremony marking the 80th anniversary of the Korean Confederation of Trade Unions, he stated that the law's enactment on such a significant occasion is particularly meaningful. President Lee expressed hopes that subcontracted workers will have direct negotiations with primary employers, aiming for dialogue and compromise rather than conflict in resolving common issues.

The Yellow Envelope Law imposes obligations on primary employers to negotiate with subcontractor labor unions and limits the scope of damage claims arising from labor disputes. Although this law passed through the National Assembly twice during the 21st Congress, it was vetoed by former President Yoon Seok-yeol, leading to its eventual abandonment until the Lee administration reinstated it and it was passed by the cabinet in September of last year. This legislative move is considered a significant turnaround for worker rights, representing a crucial step toward enhancing workers' advocacy and participation in unions.

Kang Hoon-sik, Chief of Staff to the President, remarked in a prior officials' meeting that the implementation of this law is a pivotal turning point, as it will alleviate the constraints placed on workers' rights through retaliatory damages.
