The Lombardy region of Italy is preparing to draft a new law aimed at identifying suitable areas for the installation of renewable energy sources, including photovoltaic and agrivoltaic panels. This initiative seeks to achieve a balance between energy production and the preservation of vital agricultural territory, as explained by Massimo Sertori, the regional councilor for local entities and energy resources. Previously, a legislative proposal had been blocked by a ruling from the TAR (Regional Administrative Court) last year, prompting the region to reassess its approach in collaboration with other regions in the Po Valley.

The initiative is framed within the broader context of decarbonization efforts while safeguarding key agricultural areas. ALessandro Beduschi, the regional agricultural councilor, highlighted past concerns that the European directives might jeopardize essential and high-value agricultural lands, which are crucial for preserving quality products, identified by protected designation of origin (DOP). A significant area of concern was around 200,000 hectares. The administration is keen to establish specific guidelines to protect these areas, ensuring that renewable energy production does not come at the expense of crucial agricultural land.

By engaging with neighboring regions and aiming for a balanced approach, Lombardy is setting a precedent in navigating the dual challenges of energy transition and agricultural preservation.
