'Sicario' from Vorcaro attempted to hang himself twice with a shirt; rescue team arrived at the cell about 10 minutes later, says Federal Police

Luiz Phillipi Mourão, known as 'Sicario', attempted suicide while in custody, resulting in his death two days later; the incident raised concerns regarding the efficiency of the police response.

Luiz Phillipi Mourão, identified as 'Sicario', was taken into custody by Brazilian Federal Police in Belo Horizonte, accused of being a violent operative linked to banker Daniel Vorcaro. On the day of his arrest, Mourão attempted to hang himself in the police facility, leading to a critical medical situation. Video footage obtained revealed that he attempted to commit suicide twice in quick succession while alone in his cell, using his long-sleeved shirt to do so.

The head of the Federal Police in Minas Gerais, Richard Murad, claimed that the rescue team responded to the incident within approximately ten minutes. Upon discovering that something was wrong, they acted promptly to remove Mourão from his hanging position and called for emergency medical assistance. Despite their efforts to revive him, including immediate medical attention from both the Federal Police's emergency team and local emergency services, Mourão succumbed to his injuries two days later in the hospital.

This tragic incident has prompted further scrutiny and concern regarding the conditions in Brazilian detention facilities, particularly regarding the mental health and safety protocols for inmates, especially those associated with violent crimes or organized crime. The loss of Mourão, tied to a high-profile case, raises fundamental questions about inmate welfare and the responsibilities of law enforcement in preventing such occurrences from repeating in the future.
