Cho Kuk, the leader of the Justice Party, publicly criticized the South Korean government's proposal to establish a new prosecutor's office with a three-tier structure comprising of a High Prosecutor's Office, an appeals prosecutor's office, and a local prosecutor's office, which is planned to take effect in October. He took to Facebook to question the necessity of having a High Prosecutor's Office, arguing that its purpose is unclear, especially in light of the diminishing investigative powers that would come with this new system. Cho highlighted the redundancy of maintaining this tier, suggesting that it appears to be an unnecessary privilege for maintaining the role of a High Prosecutor's Office chief.
