Authorities to soon conduct inspections at care homes

The Licensing and Supervisory Authority in Finland is planning a series of surprise inspections at 24-hour care services, focusing on the rights and treatment of vulnerable residents.

The Finnish Licensing and Supervisory Authority (LVV) is preparing to carry out a series of surprise inspections at various 24-hour housing services. These inspections, aimed at ensuring the safety and well-being of residents, especially elderly individuals, those with intellectual disabilities, and mental health and substance abuse clients, will not have their timing or specific number disclosed in advance to ensure their effectiveness. The locations for inspections will be determined based on risk factors, which includes reports of issues or complaints from staff or residents themselves.

A key area of focus during these inspections will be the implementation of residents’ self-determination rights and the use of restrictive measures, as well as the linguistic competencies of workers in these facilities. Mari Metsävainio, the group leader at the social and health department of the LVV, indicated that the improper use of restrictive measures may often stem from insufficient staffing levels in relation to the residents' needs and the organizational culture within the care units themselves. Such insights aim to address significant issues in supervision and provide a better quality of care.

The authority will also evaluate the management of medication as part of the broader assessment of care and the use of restrictive measures. Results from these inspections will be communicated to the public once the assessments are completed, potentially contributing to improved standards in care facilities across Finland.
