Garbage in the metropolitan area blocked from being dumped leads to 'garbage pilgrimage' incineration in the Chungcheong region and private companies

Since this year, the ban on direct landfill of living waste in the metropolitan area has decreased the volume of garbage dramatically, yet it has sparked controversy over illegal incineration in other regions.

The implementation of a prohibition on direct landfilling of living waste in the metropolitan area has resulted in a substantial decrease in the volume of garbage transported to the Incheon landfill, with a reported reduction of 92.2% between January and February of this year compared to the same period last year. In response, local governments have increased the operational efficiency of public incineration facilities and established contracts with private incineration companies to manage the waste effectively, preventing the so-called 'garbage crisis' from occurring. For instance, Incheon has secured sufficient processing capacity to handle the current waste generation of 880 tons per day, However, as a consequence of this new waste policy, a significant amount of garbage that cannot be incinerated within the metropolitan area is being sent to private firms in the Chungcheong region, leading to concerns over the 'balloon effect' where the problem merely shifts rather than resolves. In January alone, approximately 4,800 tons of waste from the metropolitan area was incinerated by private facilities in the Chungcheong region. This has prompted local communities and environmental organizations in the affected region to raise alarms about the violation of the principle of 'treatment near the source of waste generation.', In light of the growing backlash against these incineration practices, the government has recognized the seriousness of the situation and is proposing to expedite the expansion of incineration facilities, shortening the project timeline from 140 months to about 98 months. However, how to effectively address the societal conflicts that arise from constructing such facilities, which are often rejected by local residents, remains a critical challenge that could significantly impact the success of this waste management strategy.
