China strengthens housing support for newlywed families and indicates an expansion in child-rearing support at the National People's Congress
China is increasing housing support for newlywed families as part of new measures announced at the National People's Congress to combat declining birth rates.
During the recent opening of China's National People's Congress, the government announced significant measures aimed at supporting newlywed families, including enhanced housing support and various initiatives linked to child-rearing. Premier Li Qiang highlighted the urgent need for these measures in response to the country’s declining birth rate, which has been a growing concern for the government. The plan outlines that by 2026, housing guarantees will be strengthened for couples getting married for the first time or raising children for the first time, along with assistance for families with multiple children looking to relocate or purchase new homes.
Additionally, the report mentioned improvements to maternity and parental leave systems, as well as increased emphasis on early childhood care services, particularly for children under three years old. With projections indicating that the number of births in 2025 could drop below 8 million for the first time in China's history, the urgency of these plans reflects the administration's deepening anxiety over ongoing declines in birth rates. This situation has prompted further support measures, such as the introduction of a childcare allowance set to provide 3,600 yuan (approximately $500) annually for children until they reach three years of age.
Moreover, the government is also looking to promote a 'positive view of marriage and child-rearing' amid rising trends among the youth of choosing not to marry or have children. While the specifics of these promotional activities remain unclear, there is a possibility that local Communist Party organizations may engage in initiatives that influence personal values and choices. With many kindergartens facing closure due to the financial strains caused by decreasing enrollment, the successful implementation of the announced support measures amid worsening local government finances remains a significant challenge.
