The approval came after extensive negotiations between key political figures, including the proposal's rapporteur, Deputy Mendonça Filho, President of the Chamber Hugo Motta, and representatives from the federal government. The urgency of the legislation reflects ongoing concerns about safety and public security in Brazil, which has been a prominent issue in national discourse.

As part of the legislative agreement, the proposal was modified to remove any provisions regarding a referendum on the age of criminal responsibility, which is now set to be addressed in a separate PEC.
