Unlike the previous scheme that allowed for partial or total exemptions ranging from 25% up to 100% based on the property valuation, the new regulations offer a 100% exemption in all cases provided the qualifying conditions are met. This significant shift simplifies the process and benefits all eligible retirees and pensioners without regard for their property value.
To qualify for this ABL exemption, retirees and pensioners must be owners, co-owners, usufructuaries, or beneficiaries of the right to use a property. This inclusive policy appears to reflect an increasing sensitivity to the financial burden faced by retired individuals or those on pensions, recognizing the necessity for financial relief amid rising living costs in Buenos Aires. Such measures could encourage more seniors to stay financially stable in an urban environment where taxation can be challenging for low-income residents.
