The task ahead is expected to be challenging, particularly given the critical issues identified in the sote system, including the number of operational areas and the financing model. According to a recent interim evaluation of the sote reform published in December, experts suggest a significant reduction in the current number of operational areas from 21 to a range of 6 to 11, arguing that this restructure is essential before the upcoming parliamentary elections in spring 2027.

The report, led by specialist Marina Erhola, highlights the critical need for reform and emphasizes that discussions on the current models must occur promptly to ensure effective and sustainable social and health services in Finland. Experts continue to express concerns over the complexity of the existing model and the implications of financial resources on service delivery, making the establishment of a parliamentary group timely and necessary to address these flaws comprehensively.
