The memorandum particularly draws attention to the situation in Gaza, where a significant and unknown number of residents are currently detained by Israeli authorities under conditions that may amount to enforced disappearance. There are difficulties in obtaining comprehensive data about these individuals, with reports indicating that as of October 2, 2025, hundreds of people from Gaza have disappeared after being held in Israeli military custody. Amnesty International relayed findings from the organization 'Hamoked', stating that 1,249 residents from Gaza are being held without charge or trial under the unlawful combatants law, underlining the need for international scrutiny and intervention in such cases.
