Notably, the M1 Traffic Control's corporate structure mirrors those of the Victorian M Group, which had previously faced scrutiny in a report by anti-corruption barrister Geoffrey Watson SC. Watson's report highlighted the use of "dummy directors" by the M Group to obscure the true ownership and links to Gatto.
