Ghana: Recreational Cannabis Still Illegal - Interior Minister

The Interior Minister of Ghana reaffirmed that recreational use of cannabis remains illegal, emphasizing that recent regulations allow only for industrial and medicinal cultivation.

Mr. Mubarak Mohammed Muntaka, the Minister for the Interior of Ghana, has made it clear that the recreational use of cannabis, commonly referred to as "wee," continues to be prohibited under Ghanaian law. During the launch of the Cannabis Regulatory Programme in Accra, he articulated that possessing, selling, or buying cannabis without proper authorization is a criminal offense, underscoring the government's strict stance on this issue.

Muntaka's remarks followed the introduction of the Cultivation and Management of Cannabis Regulations, 2023 (L.I. 2475), which outlines a regulatory framework that permits the cultivation and management of cannabis but only for industrial and medicinal applications. He highlighted that this move is not intended to open the door for personal use or recreational consumption, which remains illegal and punishable by law.

Furthermore, the Minister pointed out that the enactment of these regulations is designed to align with international best practices, ensuring that Ghana adheres to global legal standards regarding cannabis management. His statements stress the seriousness with which the Ghanaian government approaches the issue of cannabis, indicating that any individual found using cannabis without an appropriate license will face legal consequences.
