One of the key amendments is the introduction of a 5-second rule, which imposes a strict time limit for goalkeepers and players taking throw-ins and goal kicks. If they fail to execute these actions within 5 seconds, the opposing team is awarded a throw-in or corner kick, respectively. This measure is intended to significantly reduce the delays caused by slow restarts, thus enhancing the flow of the game.

Additionally, the new "substitution clock" rule is designed to address the issue of players exiting the pitch slowly during substitutions. Under this new law, players must leave the field within 10 seconds, or face penalties.
