Amnesty International has recently raised alarms about the escalation of Israeli settlement expansion in the occupied West Bank, including East Jerusalem, marking a period of intensified activity since December. The organization highlights that this growth is not merely incidental but part of a concerted strategy to solidify Israel's claims to the territory through various governmental decisions. These decisions encompass new settlement tenders, approval of additional settlements, and procedures aimed at designating lands as "state lands," thus further entrenching Israel's hold over these areas.

One of the significant developments noted by Amnesty includes a bid placed in December for the construction of 3,401 housing units in the "E1" area, east of Jerusalem. The plan aims to expand the Ma'ale Adumim settlement and physically connect it to East Jerusalem, a move that could severely disrupt the geographical cohesion of the West Bank and lead to the forced displacement of Palestinian communities living in the vicinity. Amnesty argues that such actions not only contravene international norms but also exacerbate tensions in an already volatile region.

In her statements, Erika Guevara-Rosas, the director of Amnesty International, emphasized that despite numerous UN resolutions, International Court of Justice rulings, and widespread international condemnation, Israel continues its settlement expansion unabated. This ongoing trend is characterized as a flagrant violation of international law, an act that Amnesty equates with the establishment of an apartheid system, where rights and privileges are systematically denied to Palestinian populations in favor of Israeli settlers.
