Urmas Volens was born on December 24, 1976, in Tallinn, Estonia. He completed his studies at Tallinna 21. Keskkool in 1995 and pursued a degree in law at the then-Law Institute, graduating in 1999. His career began at the Ministry of Justice, where he held various positions including specialist, head of department, and Deputy Secretary General for Legal Policy. Over his decade-long service, Volens made significant contributions to many legal fields including the development of the land register system and the real rights act, as well as the formulation of the new Employment Contracts Act and inheritance law.
