Senate pushes for direct contractor payments amid system delays

The Nigerian Senate has urged the Federal Government to revert to a direct payment system for contractors, arguing that the current centralized approach is ineffective.

In a recent session with the Federal Government’s Economic Management Team, the Nigerian Senate Committee on Finance recommended a return to the older payment model that enabled Ministries, Departments, and Agencies to make direct payments to contractors. The move is in response to concerns that the current centralized payment system is flawed and not serving the interests of contractors or the general public effectively. Senators highlighted that the ongoing issues in the payment process have hindered the financial dealings necessary for the government to meet its commitments to contractors and other stakeholders.

The interaction featured key government figures including the Minister of Finance, Wale Edun, and the Minister of Budget and National Planning, Atiku Bagudu, who were questioned on the delays and inefficiencies in the current payment system. Senator Sani Musa, who chairs the finance committee, expressed that feedback from heads of various government agencies during budget defense sessions indicated a disconnect between government policies and the everyday experiences of Nigerian citizens. This disconnect emphasizes the need for a more responsive approach to government budgeting and expenditure.

Additionally, the committee urged for a shift away from the traditional envelope budgeting system to a more priority-based budgeting approach, which would allow for greater transparency and efficiency in government operations. This proposed adjustment aims to ensure that the government's financial strategies align more closely with the needs and priorities of the populace, making government spending more effective and visible in the lives of ordinary Nigerians.
