Starting November 1, 2026, Greece will implement a new system for the return of the Excise Tax (ΕΦΚ) on agricultural diesel directly at the fuel pump. This adjustment is part of a legislation package introduced by the Ministry of National Economy and Finance, which also encompasses regulations concerning gambling and other fiscal and pension measures. Under this new initiative, farmers will receive immediate refunds of the Excise Tax and the corresponding VAT at the point of fuel purchase, simplifying the financial process for agricultural operations.
The Ministry of National Economy has highlighted that this move addresses a longstanding demand from farmers, allowing them to benefit from tax refunds directly during fuel transactions rather than dealing with complex retroactive claims. In conjunction with this, the government aims to reassess the fuel standards required for various types of crops, which could further optimize agricultural productivity and financial management for farmers.
Additionally, the new system will include mechanisms for refunding or offsetting the Excise Tax for fuel vendors, guided by forthcoming ministerial decisions. One of the innovative features mentioned is the use of QR codes, which may streamline the refund process and enhance transparency in transactions, benefiting both agricultural workers and fuel distributors.
