He is identified by the Civil Police of Paraíba as the top member of a crime syndicate involved in interstate drug trafficking and large-scale money laundering. This arrest is part of a broader investigation revealing Franco's extensive network supplying cocaine not only to Paraíba but also to neighboring states such as Pernambuco and Ceará.
The operation leading to Franco's arrest is known as Operation Argos, executed by the Civil Police of Paraíba in collaboration with the Special Action Group to Combat Organized Crime (Gaeco) and law enforcement agencies across four states. This comprehensive operation included the execution of 44 preventive arrest warrants and 45 search and seizure orders across 13 cities, highlighting the scale and organized nature of the drug trafficking operations. Over 400 civil police officers were deployed to carry out this significant enforcement action.
