Democratic Party to Introduce 'Minimum Guarantee System' for Rent Fraud Deposits to Ensure Recovery of Certain Proportion

The South Korean government and ruling party plan to introduce a 'minimum guarantee system' to help victims of rent fraud recover a portion of their rental deposits.

On the 26th, the South Korean government and ruling party announced their decision to implement a 'Minimum Guarantee System' aiming to ensure that victims of rent fraud can recover a certain percentage of their rental deposits. In addition to this initiative, provisions are being made for victims of non-contractual agreements, including trust fraud, under which they will receive minimum guaranteed amounts through a 'pre-payment and post-settlement' strategy. The announcement was made by Rep. Bok Gi-wang, who leads the Democratic Party's special committee on rent fraud, during a policy coordination meeting held in the National Assembly. He highlighted that the 28th marks the anniversary of the first victim among the rent fraud victims in Incheon and emphasized the collaborative efforts among various ministries and lawmakers to address this pressing issue. The government and ruling party's plan includes a mechanism that, if the total recovery amount from various sources for fraud victims falls below a specified percentage of their rental deposits, the government will directly compensate the difference. This approach will also retroactively apply to victims whose properties have already been auctioned. As the specific minimum guarantee percentage is yet to be established, ongoing discussions aim to determine a reasonable rate, with advocacy from victims' groups pushing for at least a 50% recovery rate.
