This declaration occurred during the closing of the Workers' Party Congress, the highest governing body of North Korea, and was widely reported by state media. Kim underscored his total rejection of any form of dialogue with South Korea, labeling it a 'hostile entity,' yet he indicated a potential willingness to engage with the United States, provided that Washington abandons what he refers to as its 'hostile policy' towards North Korea.
