Bus bidding process in Greater Recife is once again postponed by the government of PE; process has dragged on since 2013

The bidding for bus operations in Greater Recife has been postponed again, leaving the system without formal contracts since 2013.

The Greater Recife Metropolitan Transport Consortium has once again delayed the bidding process for bus operations in the metropolitan area of Greater Recife. This recurring delay continues to leave the local transportation system with no definitive contracts, resulting in many bus lines being operated under less formal permissions rather than secure concessions. Without these formal contracts that outline obligations and performance metrics, the operational quality remains compromised.

Currently, numerous routes are serviced by companies that lack the formal bidding processes, which are essential for ensuring reliability and accountability in public transport. This informal structure has led to significant issues for passengers, including overcrowded buses, long wait times, and poorly maintained vehicles. Feedback from commuters, such as housewife Isabela dos Santos, highlights the dire situation, where travel is characterized by discomfort and inadequate service.

The proposal for a bidding process began over a decade ago, aiming to reorganize the transport system with an anticipated investment of R$ 15 billion and the operation divided into seven segments. However, despite years of planning, only two out of the seven lots have progressed, leading to ongoing dissatisfaction among users who are frustrated with the state of public transit in the region.
