The ongoing discussions emphasize the importance of educational autonomy and democracy, as criticisms grow regarding the exclusion of voices from key stakeholders like students and parents in policy-making. While physical integration may boost socioeconomic growth in regions facing population decline, it does not inherently guarantee quality education. Therefore, the author proposes seven core values that should guide this educational integration to ensure it remains focused and relevant.
Firstly, the concepts of 'democracy' and 'autonomy' are crucial to revitalize the educational landscape and solidify its foundations. Despite the long history of educational autonomy in South Korea, the concerns persist that the voices of students and parents are often neglected in favor of operational efficiency. The need arises for a significant reinforcement of local autonomy at the school level and educational support offices, enabling these entities to have a more influential role in decision-making. Additionally, as education undergoes transformation driven by artificial intelligence, it is essential to ensure that each school is permitted to cultivate its unique educational character within a robust administrative framework that organizes for efficiency.
Secondly, practical values such as rationality, efficiency, and cooperation must underpin the construction of an integrated operational system. A rational diagnosis that identifies and refines core functions is necessary, promoting the realization of education's essential goals while correcting any existing inefficiencies. This focus on improving the fundamental purposes of education is vital for advancing the integration process while maintaining educational integrity, ensuring that collaboration among schools fosters diverse and enriched learning environments tailored to their specific contexts.
