The embassy is set to offer routine passport services starting on the 27th of this month in Efrat, a settlement located west of Bethlehem in the occupied territory. The Israeli Ministry of Foreign Affairs welcomed this initiative, characterizing it as a 'historic decision.' It's estimated that tens of thousands of individuals holding dual US-Israeli citizenship reside in the West Bank, which is already home to about 700,000 Israeli settlers and approximately 3.4 million Palestinians. The international community continues to express concern that the growth of Jewish settlements is reducing the territorial control of the Palestinian Authority, hindering the prospects for a future Palestinian state, given that such settlements are illegal under international law. The Fourth Geneva Convention explicitly prohibits occupying powers from transferring their civilian population into occupied territory.

While previous US administrations, including that of Donald Trump, expressed opposition to the annexation of the West Bank, they did not take steps to prevent the expansion of settlements. Amid increasing international backlash and the US's perceived inactivity, the Israeli government, formed by a coalition of conservative and far-right parties, has continued to push forward policies that effectively annex parts of the West Bank. This shift presents significant implications for the Israeli-Palestinian conflict, especially in light of the ongoing tensions following the outbreak of war in Gaza in 2023.
