The Ministry of Land, Infrastructure, and Transport has notified Seoul City of a pre-order for the suspension of construction on the 'Garden of Gratitude' project, leading the city to acknowledge government concerns and commit to revising its procedures.

The Ministry of Land, Infrastructure, and Transport has issued a pre-notice for the suspension of construction on the 'Garden of Gratitude' project, which aims to honor the 22 countries that participated in the Korean War. This action has prompted Seoul City, which had initially resisted the government's measures, to reconsider its stance and agree to accommodate the concerns raised. In response, the city has committed to revising its plans accordingly and moving forward with the necessary procedures to comply with governmental requirements.

Seoul City received the pre-notice of the construction halt on the 9th, and submitted a response to the Ministry on the 23rd. They indicated that they would create and announce a detailed implementation plan for the above-ground symbolic structures in compliance with the ministry's directives. Additionally, they acknowledged the need to modify urban management plans for the underground media space. Despite differing interpretations regarding the applicability of the National Land Planning and Utilization Act, the city is now looking to resolve the controversy in alignment with the ministry's guidelines.

The 'Garden of Gratitude' project, still under construction at Gwanghwamun Square, features 23 structures symbolizing the countries that assisted during the Korean War. It has a total budget of over 20 billion won, with about 55% of the work completed. Although the Ministry of Transport has ordered a halt to construction, the city is pushing for permission to continue work on certain elements such as the covering of the floor to ensure safety during the construction phase, citing the risk of collapse due to the ongoing excavation.
