On the day he was supposed to enlist, peace activist Kim Min-hyung declared a refusal of military service in front of the National Assembly in Seoul. This declaration, termed 'total military refusal,' comes as a significant personal challenge, as the current law typically results in a sentence of about one and a half years for such refusals. The new military law, effective since January of last year, specifies that individuals who do not respond to enlistment notices can expect to be called back into service after serving their time, complicating the path for conscientious objectors.
