The minister pointed to substantial Russian casualties, with over 300,000 killed or injured, and only a minimal acquisition of Ukrainian territory, specifically 0.7%. This lack of success is contrasted with their ambitious objectives, particularly in the Donbas region, where they have failed to seize control of significant cities.

The discussion also touched upon the broader implications of Russia's faltering efforts, particularly concerning its economy. The minister noted that Russia's economic situation has deteriorated sharply, with rising deficits, dwindling state reserves, and increasing problems within the banking sector. He suggested that these economic woes are symptomatic of a failing war effort, reducing Russia's capacity for significant military offensives, which have become nonexistent over the past year.

Looking ahead, the minister argued that Russia's realization of its inability to win would be catalyzed by the tightening of sanctions against it, particularly targeting revenues from energy exports.
