Former city councilor and recently promoted police officer arrested on suspicion of attempted murder and execution in MS

A former city councilor and a recently promoted police officer have been arrested in Brazil on suspicion of involvement in attempted murder and execution cases.

Célio Poveda, a former city councilor, and 1st Sergeant Luiz Gonçalves de Oliveira of the Military Police were arrested on Friday in Itaporã, MS, under suspicion of their involvement in an attempted homicide case from October 2025 and a recent execution. The arrests were made by the Specialized Homicide and Personal Protection Division (DHPP), indicating a serious breach of law enforcement conduct, especially given one of the individuals’ roles as a police officer.

The investigations suggest that both Poveda and Oliveira may also have links to an illegal loan sharking network operating in the municipality, which adds additional layers of concern regarding corruption and criminal collusion within local governance and law enforcement. They appeared before a custody hearing on Sunday, where they were remanded to continue their detention, as the investigation is ongoing.

Poveda's legal team has filed for the revocation of his temporary detention, arguing that he has yet to be formally charged. As of the last update, the police officer's defense had not returned comments. Meanwhile, the Military Police’s Internal Affairs is monitoring the situation, further emphasizing the implications this could have for public trust in law enforcement.
