Jenni Wacklin, the business manager of Snuus Oy, admits to being surprised by the lack of immediate impact on sales at her stores in Oulu and Haaparanta, even though the law was expected to change consumer behavior significantly. Contrary to expectations, customers have not flocked to Haaparanta, just across the border in Sweden, where such flavor restrictions do not exist.

Snuus Oy anticipated an increase in demand as customers from Finland would make the short trip to Sweden to purchase flavored pouches that are not available in Finland. However, Wacklin reported that sales have remained stable in both Oulu and Haaparanta, indicating that the market dynamics may not be as straightforward as previously thought. The failure to see a spike in cross-border shopping implies that consumers may be adapting to the flavor restrictions or are still finding alternative ways to buy their preferred products without crossing the border.
