The Syrian Interior Ministry Issues Executive Instructions for the Naturalization of Kurds

The Syrian Interior Ministry has issued instructions for implementing Decree 13, which facilitates the naturalization of stateless Kurds in Syria.

The Syrian Ministry of Interior has recently released executive instructions regarding President Ahmad al-Shar''s Decree No. 13, aimed at naturalizing Kurdish individuals who have been previously denied Syrian citizenship. Through a communication on its Telegram platform, the ministry emphasized that the decision is in line with the principles of the constitutional declaration which ensures the protection of citizenship rights, equality, and fosters social stability and national integration. As part of the new measures, individuals seeking citizenship can apply either individually or alongside their families.

The new protocol includes a specific process for applications and has designated centers for this purpose in five key provinces: Damascus, Aleppo, Raqqa, Deir ez-Zor, and Hasakah, showcasing a structured approach to accommodating the rights of the Kurdish population. This comes in the context of long-standing issues regarding the statelessness of many Kurds in Syria, who have faced various discriminatory laws that have hindered their access to citizenship and associated rights.

Decree No. 13 was initially issued on January 16 and marks a significant change in the Syrian government's policy towards its Kurdish population, recognizing their cultural and linguistic rights.
