Reducing bureaucracy by combining occupational safety instruction logs – is it possible?

A proposal is made to simplify the bureaucratic process in Latvia by merging multiple occupational safety and fire safety instruction logs into a single document.

In Latvia, employers are required to familiarize new employees with occupational safety and fire safety regulations, including obtaining signatures for their acknowledgment. In an effort to reduce bureaucracy, a project titled "Meaningful Bureaucracy" initiated by Latvian Radio and the portal LSM.lv has been presented with a suggestion to simplify these procedures. The current system mandates three different logs for safety instructions, which could potentially be consolidated, although responsible authorities have yet to endorse this change.

Additionally, there are numerous safety instructions required for various tasks and tools, with each piece of equipment needing to come with its manufacturer's operational manual. This has led to the accumulation of around 100 instructions that employees find overwhelming and impractical to read entirely. Instead of meaningful comprehension, the process often devolves into a simple task of collecting employee signatures, with only a high-level overview of the work being discussed. This raises concerns about the effectiveness of training and adherence to safety regulations, suggesting a need for reform.

Many workers advocate for streamlined instruction documents that are concise and user-friendly, possibly limited to one or two pages. Such a change aims to improve understanding and retention of safety information among employees, rather than merely fulfilling bureaucratic requirements. This ongoing discussion about reducing bureaucracy in occupational safety systems speaks to broader themes of workplace efficiency and regulatory reform in Latvia, reflecting a growing desire among workers for more straightforward, accessible systems that enhance safety practices without overwhelming them.
