New Crime for Parliamentary Vote: Possession of Such Images May Lead to Conviction in the Future

Finland's Parliamentary Legal Committee unanimously supports proposed amendments to the criminal code targeting the possession of violent and child sexual abuse images.

The Finnish Parliamentary Legal Committee has unanimously backed a government proposal to amend the criminal code to include two new offenses: possession of images depicting extreme violence and possession of grossly sexualized images of children. This move comes as a response to concerns over the distribution and possession of graphic content, as currently, while spreading violent imagery is already punishable, mere possession has gone unregulated. The initiative aims to fill this legal gap, thereby extending protection against both forms of harmful content.

Specifically, the possession of violent images would involve holding onto depictions of severe violence directed at either humans or animals. The legislation defines 'extreme violence' as acts intended to cause suffering through graphic representation, which reflects a growing sensitivity towards violent imagery in media. Additionally, while the possession of child pornography has long been illegal, the proposed amendments emphasize the introduction of a more serious charge for instances constituting aggravated forms of child sexual exploitation, enhancing the legal framework surrounding child protection.

The Constitutional Law Committee underscored the necessity for careful examination of brutality in cases involving animals, acknowledging the complex legal and ethical implications. This dialogue marks a significant step towards stricter regulation of violent and abusive content in Finland, reflecting a broader commitment to improving societal standards and protecting vulnerable populations from harm. If these proposals are adopted, they will represent an important evolution in Finnish criminal law and social policy regarding media content.
