Strengthened bonus system. Discounts for the middle class
The new Energy Decree provides targeted measures to support vulnerable groups and the middle class with a one-time extraordinary contribution and a new bill discount mechanism.
The Energy Decree in Italy has introduced significant measures aimed at both vulnerable households and the middle class. For the year 2026, it includes a one-time extraordinary contribution of 115 euros for those benefiting from the electricity social bonus, raising their total aid to 315 euros annually when combined with existing assistance. This initiative represents an investment of 315 million euros to support these households in managing their energy costs.
In addition to the extraordinary contribution, from 2026 to 2027, a new discount mechanism will be available for families with an ISEE (Equivalence Scale Indicator) of up to 25,000 euros who do not currently receive the social bonus. This discount will be voluntarily applied by energy suppliers and corresponds to the cost of energy purchases during the first two months of the year, credited on the bill in the fifth month after the initial application. By implementing this mechanism, the government aims to alleviate the financial burden of energy expenses for middle-class families.
To qualify for these benefits, specific consumption limits are established, including a maximum of 0.5 megawatt-hours over a bimonthly period and less than 3 megawatt-hours in total consumption over the previous twelve months. These measures are poised to offer considerable support to eligible households, reflecting the government's commitment to addressing the escalating energy costs that impact the Italian population.
