Seoul City to Invest 16 Trillion Won in Gangbuk Development - Announcing 'Again, Gangbuk Prosperity Era 2.0'

Seoul City plans to invest 16 trillion won to enhance transportation and create industrial hubs in the Gangbuk region as part of its 'Again, Gangbuk Prosperity Era 2.0' initiative.

Seoul City has announced a significant investment of 16 trillion won to rejuvenate the Gangbuk region, which has lagged behind the more affluent Gangnam area. This initiative aims to enhance the transportation network and create new industrial hubs in Gangbuk, as revealed by Seoul Mayor Oh Se-hoon during a press briefing. The total investment consists of 10 trillion won from the city budget, supplemented by 6 trillion won from national subsidies and private investments. The city is set to create a new fund, dubbed 'Gangbuk Prosperity Fund,' using revenue from public land sales and private development contributions, aimed at improving transportation infrastructure in the region.

One of the centerpiece projects is the construction of the Gangbuk Cross-sectional Underground Highway, which will span 20.5 kilometers, significantly improving travel speeds from an average of 34.5 km/h to 67 km/h. The project includes the removal of elevated highways to restore natural rivers and reconnect disrupted residential and commercial areas. Moreover, plans include upgrading the Dongbu Expressway section into a four-lane underground road, enhancing connectivity further. The city also aims to revive previously stalled urban railway projects, connecting different regions of Gangbuk to improve public transport accessibility.

In addition to transportation, Seoul City is pushing for integrated development near major transport corridors. Development plans will couple commercial, residential, and business functions, allowing for relaxed building regulations in certain areas. With the aim of increasing job opportunities and improving overall living conditions in Gangbuk, this initiative is poised to address historical inequities in urban development between the northern and southern parts of Seoul, potentially transforming the region into a vibrant economic hub.
