Another Impeachment After Four Months: Peru's President Has Changed Seven Times in Eight Years
Peru's newly elected president, José Heri, has been impeached just four months after taking office due to allegations of collusion with a Chinese businessman.
In Peru, the Congress has voted to impeach President José Heri, who had just assumed office four months prior following the ousting of his predecessor. The decision on December 17, 2023, came with 75 votes in favor, 24 against, and 3 abstentions, citing lack of moral eligibility and negligence in his role. Unlike South Korea, where impeachment is adjudicated by a constitutional court, Peru's Congress can directly remove a president based on their votes.
The allegations that led to his impeachment stem from suspicions regarding Heri's connections with Chinese entrepreneur Yang Zihua, which became public when video footage showed the president entering a restaurant operated by Zihua while concealing his identity. This incident sparked controversy in the local media, dubbed 'Chifa Gate,' with 'Chifa' referring to a blend of local Peruvian and Chinese cuisine. In another instance, Heri was seen wearing sunglasses while entering a different business owned by Zihua, raising further questions about the transparency of his presidential activities.
Amid ongoing corruption scandals within the political sphere, this latest development fits into a troubling trend for Peru, where several presidents have been removed from office in recent years. Prosecutors are currently investigating Heri for potential misconduct during his previous tenure as a congressman, particularly concerning favoritism in securing energy project contracts, as well as involving irregular hiring practices within government offices. As the political landscape in Peru continues to face turmoil, the implications of this impeachment raise concerns about stability and governance in the country moving forward.
