New rules for Social Impact Manifestations in the energy sector come into effect
New administrative rules regarding the Social Impact Manifestation for energy projects in Mexico took effect today, replacing previous regulations.
Today marks the implementation of a new agreement that outlines the General Administrative Provisions concerning the Social Impact Manifestation within Mexico’s Energy Sector. These new rules fundamentally change how social consequences of energy projects are evaluated, emphasizing sustainable development and the rights of Indigenous and Afro-descendant communities. The new framework was established by the Ministry of Energy (Sener) and is informed by the National Development Plan 2025-2030, which prioritizes energy justice as a national development pillar.
The previous regulatory framework in place, established in 2018, has been revoked to allow for a more refined and socially responsible approach to energy project development. With the updated guidelines, developers interested in obtaining permits for activities in the hydrocarbon, electricity, biofuel, and geothermal sectors must now submit a Social Impact Manifestation report. This report is intended to evaluate the potential social repercussions of their projects, ensuring that they align with sustainability principles and respect for human rights.
The new regulations also reflect a broader commitment to safeguarding the cultural and environmental rights of communities that may be affected by energy projects.
