For 13 years, Roberto Borges has been a driving force in his Teresina neighborhood, creating the Malucos do Consajo block party. He has dubbed the intersection of David Aguiar and Antônio Monteiro as the `Arena do Maluco` (Arena of the Crazy), further entrenching a sense of identity and pride within the community.
