This bill seeks to consolidate two other proposals that were put forward in the years 2024 and 2025. The Organic Law for the Regulation and Promotion of Artificial Intelligence was initially presented in 2024 by legislator Patricia Núñez, representing the correísmo movement. Additionally, two more initiatives were introduced: one to promote and develop AI by former assemblywoman Karina Subía in 2024 and another for protecting human voice against the use of AI technologies proposed by correísta Paola Cabezas in 2025.

Recently, legislator Chistopher Jaramillo from the Acción Democrática Nacional (ADN) presented a reform bill aimed at improving the codification of the Organic Law of Intercultural Education for students, which indirectly raises concerns about the direction and focus of educational legislation in the Assembly.
