Study: Russian shadow fleet vessels are falsifying their flag state

A study by Finnish broadcaster Yle has revealed that vessels in the Russian shadow fleet are falsifying their flag state to transport oil, circumventing sanctions from the EU, UK, and US.

A recent investigation by Yle, a Finnish public broadcaster, has uncovered that ships belonging to the Russian shadow fleet are using falsified flag states in order to evade sanctions imposed by the European Union, the United Kingdom, and the United States. Over the past year, at least 175 vessels have been identified as transporting Russian oil while misrepresenting their flag nationality, highlighting a growing trend in this illicit practice among these vessels to bypass stringent international regulations.

Many of the identified ships are operating in the Baltic Sea and are involved in the transportation of Russian crude oil worth several billion euros. The investigation points out that major flag states, like Panama, have removed these shadow vessels from their registries, prompting the vessels to adopt falsified flags increasingly to continue their operations unnoticed. The Finnish authorities have noted a rise in the number of ships utilizing false nationality in the Baltic region, raising alarms about the effectiveness of current maritime regulations and sanctions enforcement.

Moreover, the responsibility for ensuring the safety and seaworthiness of vessels in international waters primarily lies with the flag state. This situation has caused concern among Finnish authorities regarding potential environmental damage due to the operations of these vessels in vulnerable maritime areas. The ongoing discovery of these shadow fleet practices raises significant questions about international maritime law and the enforcement of sanctions, underscoring the challenges faced by countries attempting to hold Russia accountable for its actions in light of the ongoing geopolitical tensions.
