Live at 13:15: The Riigikogu Anti-Corruption Special Committee on the Electricity Market

The Riigikogu's Anti-Corruption Special Committee is convening to discuss the establishment of electricity market rules and measures to mitigate manipulation risks.

The Riigikogu's Anti-Corruption Special Committee is holding a session focused on the frameworks governing the electricity market. This meeting, starting at 13:15, will explore the rules of the electricity exchange, examine risks of market manipulation, and discuss oversight mechanisms. Key officials from various energy agencies have been invited to provide insights and participate in the discussions.

Among those attending the session are the director of the competition authority, Evelin Pärn-Lee, and the head of the energy service, Marilin Tilkson. Additionally, Erkki Sapp from Elering and representatives from the climate ministry and safety investigation center will also be present. The committee chair, Anastassia Kovalenko-Kõlvart, has highlighted the importance of revisiting the price-setting frameworks, particularly in light of skyrocketing electricity prices in 2022, which had raised concerns about market transparency.

Kovalenko-Kõlvart reminded attendees of the previous discussions on increasing transparency in the Nord Pool electricity exchange. The objective is to ensure a better understanding of how electricity pricing works and to prevent scenarios where electricity producers might restrict supply to manipulate market prices. The discussions held during this session are critical for shaping future regulations and safeguards in the Estonian electricity market.
