Ghana Advances Education Sector Devolution With New Bill

Ghana is moving forward with a new Education Sector Devolution Bill aimed at decentralizing education management to local authorities.

Ghana's Inter-Ministerial Coordinating Committee on Decentralisation (IMCC) has initiated the process to enact the Education Sector Devolution Bill in collaboration with the Ministry of Education. This new legislation is designed to synchronize with the nation’s decentralization strategy by clearly outlining the responsibilities within the education sector, removing functional overlaps, and transferring key educational responsibilities to local government bodies, including Metropolitan, Municipal, and District Assemblies (MMDAs).

The process kicked off with a significant meeting in Accra, where various stakeholders, including officials from the Ministry of Education and members of the IMCC's Legislative Review Committee, convened to establish Terms of Reference and define the project scope. This high-level gathering underscores the government's commitment to enhance local governance in education through the establishment of a Joint Working Committee, which was initiated following discussions with the Minister of Education to facilitate the devolution process.

Dr. Gameli Kewuribe Hoedoafia, Executive Secretary of the IMCC, highlighted the importance of this legislative move for Ghana’s educational framework. By decentralizing authority, the government aims to ensure that local assemblies are better equipped to manage educational resources effectively, responding to community-specific educational needs and improving overall service delivery within the sector.
