The discussions highlight the necessity of operational collaboration among emergency services, underscoring the need for municipal governance during conflict situations. During these sessions, it was stressed that proactive investment in civil defense during peacetime is essential, as opportunities for such preparations may not exist during active conflict. Anton Samoilenko, deputy head of the Kherson regional military administration, emphasized the priority of human resources in these preparations, including equipping residents with the knowledge to act during attacks and to assist the injured.
