On the opposite end, 13 municipalities have declared they will not organize public festivities. This list includes Rodrigues Alves, Brasiléia, Mâncio Lima, Acrelândia, Bujari, Marechal Thaumaturgo, Jordão, Assis Brasil, Senador Guiomard, Porto Walter, Capixaba, Epitaciolândia, and Santa Rosa do Purus. The decision not to hold celebrations stems from a variety of local challenges, including budgets constraints, logistical issues, and in some cases, natural disasters that have impacted the regions.

For instance, Brasiléia, located in the Alto Acre region, cited the repercussions of severe flooding in February as a key reason for its cancellation of the festivities. The municipality has also been placed under a state of emergency, reflecting the challenges that local governments are grappling with post-disaster.
