Small Packages: The Duty Comes into Effect from July – It Starts at 3 Euros, How It Increases
From July 2026, Europe will impose a customs duty on small packages under €150, starting at 3 euros, as part of new regulations governing e-commerce shipments.
The European Council has approved new customs regulations that will end the practice of free small packages across Europe starting July 2026. This decision introduces a temporary flat fee of 3 euros for items valued under €150 that are shipped directly to consumers within the EU. The implementation of this measure is scheduled to span from July 2026 through July 2028, with the possibility of extension should the need arise.
Under the new regulations, customs duties will be applied to different categories of items based on their respective tariff classifications. This means that in instances where a package contains multiple items with differing classifications, the total customs duty will reflect the number of distinct item categories. For example, if a package includes one silk blouse and two woolen items, the customs duty would amount to 6 euros, as each item falls under a different classification.
This regulatory change aims to establish a more equitable e-commerce environment within Europe, ensuring that smaller businesses are not put at a disadvantage when competing against larger entities that might benefit from the previous system of free small package shipping. As the e-commerce landscape continues evolving, these new duties may significantly impact consumers and online retailers alike, reshaping the dynamics of shipping and distribution in the European Union.
