License No. 46A enables the export and re-export of Venezuelan crude, while License No. 48 pertains to providing goods, technology, and services for exploration and production activities in Venezuela. The third license, No. 30B, relates to operational needs at the country's ports and airports, according to reports from The Moscow Times. However, all three licenses are contingent upon a strict prohibition of participation by Russia, Iran, North Korea, and Cuba, reflecting the US's ongoing strategy to isolate these nations economically.
