The third license, No. 30B, relates to operational needs at the country's ports and airports, according to reports from The Moscow Times. However, all three licenses are contingent upon a strict prohibition of participation by Russia, Iran, North Korea, and Cuba, reflecting the US's ongoing strategy to isolate these nations economically.
